Workable Alternatives for Small Teams: 7 Options Compared by Billing Model and Hosting

Seven Workable alternatives for small teams as of October 2026: billing basis, entry-tier job limits, trial, hosting region, HR bundle, agency fit and AI.

Andreas Amann

The seven Workable alternatives worth a small team's time in 2026 are Breezy HR, Zoho Recruit, JOIN, Pickr, Recruitee, Teamtailor and Personio. Which one fits depends on three things: how the vendor bills (Workable bills by employee headcount, not by jobs or seats), where candidate data lives (Workable states US hosting), and whether you want an HR suite bundled with the ATS (Workable includes one in every plan). The table below answers those questions from each vendor's own pages, with a source and an access date on every row.

I built Pickr, so read that row with the appropriate discount. I also run a recruitment agency, ScalingPPL, which is why there is an agency column.

What does Workable actually charge for, and where does the data live?

As of 14 October 2026, workable.com/pricing shows three plans, Standard, Premier and Enterprise, each priced by employee headcount in the same nine ranges: 1-20, 21-50, 51-100, 101-200, 201-400, 401-600, 601-800, 801-1000 and 1000+ employees. All three offer unlimited active jobs "subject to fair usage limits". Standard bills monthly or annually, Premier and Enterprise annually. The trial is 15 days, no credit card, with the Standard feature set but not Workable Agent. Every plan bundles a recruiting suite (careers page builder, interview kits and scorecards, talent CRM database) with an HR suite (HRIS, onboarding, time off, time tracking, payroll preparation). AI is separate: Workable Agent is an add-on on credits, 1 to evaluate a candidate, 2 to source a passive one, 10 per candidate chat (workable.com/pricing, accessed 2026-10-14).

Hosting is the part the listicles skip. Workable's FAQ says "Google and AWS (Amazon Web Services) host our services" and "Servers are based in the US", and that self-service plans are priced "based on the number of your employees" (help.workable.com, About Workable: FAQs, accessed 2026-10-14). The subprocessor list, last updated 18 June 2026, places AWS, Google Cloud and MongoDB hosting in the US East zone and names OpenAI and Microsoft Azure in the United States for AI model inference (workable.com/subprocessors, accessed 2026-10-14). No EU residency option is described on either page.

The practical consequence of headcount billing: a 45-person company filling three roles a year sits in the same 21-50 tier as one filling thirty. A per-job model (JOIN), a per-recruiter model (Zoho Recruit) or a free entry plan (Breezy, Zoho) tracks bursty hiring more closely, at the cost of predictability.

The comparison table, as of 14 October 2026

Every cell comes from the page in the Source column on that day; "not stated" means the vendor's public page does not say it. Rows are sorted by the smallest team the vendor's own pages describe; Pickr's position is my placement, since its pages describe a team shape rather than a headcount. The agency fit column is my opinion; everything else is the vendor's statement.

Which alternative fits which team size?

Breezy HR: for a free start and a team of ten

Breezy's pricing page says "Simple, flexible pricing for teams of 10 to 10,000". The free Bootstrap plan allows one active position or candidate pool at a time, with unlimited users and a branded career site; Growth adds interview guides, scorecards and external recruiter support. AI arrives only as the credit-based Breezy Intelligence add-on, the 14-day trial needs no credit card, and the page states EU data centers for EU and UK customers (breezy.hr/pricing, accessed 2026-10-14). You can start at zero and stay there until the second role opens.

Zoho Recruit: for a first team on a per-recruiter licence

Zoho Recruit prices per recruiter licence. The Free plan is aimed at startups hiring their first teams and allows one active job per recruiter licence; the 15-day trial opens Enterprise features and then drops to Free. AI candidate matching is listed on Enterprise (zoho.com/recruit/pricing, accessed 2026-10-14). The pricing page does not state a hosting location; Zoho's Know Your Datacenter page says the country chosen at sign-up decides the data center, Amsterdam primary and Dublin secondary for Europe (zoho.com/know-your-datacenter, accessed 2026-10-14).

JOIN: for a team that wants to pay per open job

JOIN bills per active job per month with unlimited user seats, a cap of 15 active jobs on Standard and Advanced, and Enterprise on an annual contract. There is no free plan; the trial is 14 days on Advanced with up to 5 active jobs. Standard includes AI job ads (Job Studio), organic multiposting, a branded career page and scorecards. The page does not state a hosting region (join.com/pricing, accessed 2026-10-14). The cleanest fit for a company that hires in bursts; ask about hosting in writing before signing.

Pickr: for teams without a recruiting department yet, and for agencies

Pickr is the one I built. Every candidate is scored against the real requirements of the role with the reasoning spelled out, and matching runs on a skills graph, so someone who did the neighbouring job under a different title lands on the shortlist instead of being filtered out for the missing keyword (/features/matching).

The startup case is a founder or team lead running hiring end to end, leaving a searchable talent pool and the reasoning behind every decision for the first recruiter to inherit (/industries/startups). The agency case is one pipeline per client mandate, with clients reviewing shortlists in their own portal (/features/pipeline). Data in Europe, a data processing agreement included, names and emails redacted from AI prompts by default.

Where Pickr is weaker: there is no bundled HR suite, and pricing is on request, so if a bundled HR suite or a free entry plan is decisive, Workable or Personio for the first and Breezy or Zoho Recruit for the second are the better shapes.

Recruitee: for a European team ready to commit for a year

Recruitee, now branded Tellent Recruitee, does not publish amounts; the price depends on plan, employee count and billing period, with a one-year minimum. Start caps at 5 active job posts; the AI screening and matching assistants arrive on Advance with monthly allowances. Agencies get a custom quote (recruitee.com/pricing, accessed 2026-10-14). Its hosting statement is the most specific in the table: data is hosted "strictly" in the European Union, on Google Cloud in Frankfurt and Berlin with AWS Frankfurt for files and encrypted backups (Recruitee support, accessed 2026-10-14). The question for a small team is whether a one-year minimum is acceptable before the first hire.

Teamtailor: for employer-branding-led hiring with a region choice

Teamtailor sells one package on quote with "Everything is included": unlimited job postings and users, Teamtailor AI with unlimited usage, structured interviews, talent pools and career sites. The page states neither the billing basis nor a trial (teamtailor.com/en/pricing, accessed 2026-10-14). Customers choose their data region, Europe mainly on AWS Ireland, although personal data may still go to sub-processors outside the region depending on the services used (Teamtailor support, accessed 2026-10-14).

Personio: for a team that wants HR first and recruiting as an app

Personio is the mirror image of this article's question: two HR plans, Core and Core Pro, with Recruiting as an app on top. The pricing FAQ says the price depends on the number of employees and the apps chosen, that Personio suits companies with 10 to 10,000 employees, that yearly subscriptions run a minimum of 12 months, and that there is a one-time setup fee dependent on company size; no trial is offered, every plan leads to a demo (personio.com/pricing, accessed 2026-10-14). The help center article on plans and apps, updated 15 September 2026, says the Recruiting app comes in Small, Medium and Large versions that allow 5, 25 or unlimited published jobs (support.personio.de, Overview of Personio plans and apps, accessed 2026-10-14). The recruiting page describes an AI Talent Screening Agent that evaluates every application against criteria you set (personio.com/product/recruiting, accessed 2026-10-14). Neither that page nor the Trust Center states a hosting region (personio.com/security, accessed 2026-10-14). If you are leaving Workable because the HR bundle got in the way, Personio is not the move; if the bundle was too thin, it might be.

Which alternatives host candidate data in the EU?

Four of the seven state hosting in Europe on their own pages: Recruitee (strictly EU), Teamtailor (customer-chosen region), Breezy (for EU and UK customers) and Pickr (data in Europe). Zoho assigns a data center from the sign-up country, with Amsterdam and Dublin for Europe. JOIN and Personio do not state a region on the pages I opened. Workable states US hosting.

Whether US hosting plus a Data Processing Agreement is acceptable depends on your works council, your clients' contracts and your data protection officer; this is not legal advice. Ask every vendor three questions in writing: where the primary copy of candidate data lives, where AI prompts are processed, and which sub-processors touch the data.

Do I need the HR suite bundled with the ATS?

Two of the eight rows bundle HR: Workable includes it in every plan, and Personio is an HR suite with recruiting as an app. Breezy and Recruitee sell HR as add-ons. JOIN, Teamtailor and Pickr sell recruiting without one.

Decide by counting systems of record: if employee data already lives in a payroll provider or an HRIS, a bundled HR module becomes a second copy that drifts; if you have nothing and ten employees, one login for hiring and onboarding is a legitimate reason to stay on Workable. The recruiting stack is broken article makes the longer case against stacking tools without a shared memory.

What if I am a recruitment agency, not an employer?

Most vendors in the table were designed for one employer hiring for itself. An agency needs one pipeline per client, a shortlist the client can review in a portal and placement tracking next to the pipeline. From our work at ScalingPPL, the question that separates agency-ready tools from employer tools is whether the client can act inside the system. In the table, Recruitee acknowledges agencies with a separate quote and an AgencyHub add-on, Zoho Recruit's Enterprise plan lists candidate and staffing portals, and Pickr runs a client portal with a pipeline per mandate (/features/communication). Workable, JOIN, Teamtailor and Personio do not describe agency use on the pages I opened. The best recruiting software 2026 guide applies the same agency lens across a wider field.

How do I switch from Workable without losing my hiring history?

The cost of switching is rarely the subscription. It is the lost memory: which sources produced hires, who you spoke to two years ago, why a finalist was rejected; the true cost of hiring article walks through where that cost sits. None of the seven vendors describe a Workable-specific importer on the pages I opened, so plan on an export from Workable and a mapped import. Pickr takes a CSV or Excel export and imports candidates, jobs, applications and placements, with that history used to calibrate matching from day one (/features/data-import); ask every other vendor whether stage history survives the mapping.

The short version: free start, Breezy or Zoho Recruit; per open job, JOIN; EU hosting with a one-year commitment, Recruitee; employer branding with a region choice, Teamtailor; HR first, Personio or stay on Workable; agencies and small teams that want the system to learn from each hire, Pickr.

Frequently Asked Questions

What are the main Workable alternatives for a small team in 2026?

The seven compared here, sorted by team size, are Breezy HR, Zoho Recruit, JOIN, Pickr, Recruitee, Teamtailor and Personio. Breezy and Zoho Recruit have free entry plans, JOIN bills per active job, Recruitee and Teamtailor are European vendors, Personio is an HR suite with recruiting as an app, and Pickr is AI-native Recruiting Intelligence with data stored in Europe.

How does Workable bill, and does it publish prices?

Yes, Workable publishes prices. As of 14 October 2026 its pricing page shows three plans priced by employee headcount in nine ranges from 1-20 to 1000+ employees, unlimited active jobs subject to fair usage, and a 15-day trial without a credit card. Its help center confirms that self-service plans are priced on the number of employees.

Where does Workable host candidate data?

In the United States. Workable's help center FAQ states that Google and AWS host its services and that servers are based in the US, and its subprocessor list, updated 18 June 2026, places AWS and Google Cloud hosting in the US East zone. No EU residency option is described on those pages.

Which Workable alternative hosts data in the EU?

Recruitee states strictly EU hosting on Google Cloud in Frankfurt and Berlin and AWS Frankfurt. Teamtailor lets the customer choose a region, with Europe on AWS Ireland. Breezy HR states EU data centers for EU and UK customers. Zoho assigns a data center by sign-up country, with Amsterdam and Dublin for Europe. Pickr states data storage in Europe.

Does a small team need the HR suite that Workable bundles?

Only if you will use it. Workable includes an HRIS, onboarding, time off, time tracking and payroll preparation in every plan, and Personio is an HR suite first with recruiting as an app. Breezy, JOIN, Recruitee, Teamtailor and Pickr sell recruiting without a bundled HR system; Breezy and Recruitee offer HR as an add-on.
